The Platform

One System of Record for the Whole Constituency

CIVITAS brings together the records that campaigns already rely on: voter files, donor histories, business and corporate filings, campaign finance disclosures, and public records, all in a single, coherent system of record. Every figure traces back to its source, so strategy decisions rest on data your team can actually explain. The result is a working view of a constituency that holds up under scrutiny, from the campaign floor to the debate stage.

Unified Intelligence

Campaign data is scattered by design. Voter files, donor histories, business and corporate registrations, campaign finance disclosures, and public records each live in separate systems, maintained by separate authorities. CIVITAS brings these sources together into one coherent platform, resolved to a common standard so a name, an address, or an organization means the same thing everywhere it appears. The result is a single, dependable reference instead of a stack of spreadsheets to reconcile by hand.

Actionable Analysis

Unified data alone doesn’t win campaigns. CIVITAS turns consolidated records into decision-ready signal, organizing information so campaign staff can see what matters for the question in front of them: prioritizing outreach, sequencing fundraising calls, or understanding a district. The platform is built to sharpen judgment, and staff still make the call.

How Engagement Scoring Works

CIVITAS's engagement scoring is documented by design. Every score is built from a fixed set of factors drawn from the record, and every one of those factors is shown alongside the score itself. The list below is the complete set of factors the platform uses, in plain terms.

Giving frequency
How often a documented contribution has been made over the period on record.
Average contribution
The typical dollar amount given per documented contribution.
Election-cycle activity
Which election cycles show documented giving or campaign involvement.
Recency
How recently the most recent documented activity took place.
Candidate/committee relationships
Documented ties to specific candidates or committees, drawn from public filings.
Geographic relevance
How closely a record aligns with a given district or geographic area of interest.
Estimated engagement potential
A documented estimate, built from the factors above, of how relevant a record is likely to be to a campaign’s outreach. The underlying factors are always shown alongside it.

Geographic Relevance, Visualized

One of the seven scoring factors is how closely a record aligns with a district or geographic area of interest. The illustration below is a stylized representation of that kind of district-level relevance, not a real jurisdiction.
